  14. <p>    DIED. John McCloy, 93, paladin of the American
  15. establishment whose 60 years of service to the nation ranged
  16. from investigating German sabotage of a U.S. World War I
  17. munitions plant to advising Ronald Reagan in 1980; in Stamford,
  18. Conn. As Assistant Secretary of War from 1941 to 1945, McCloy
  19. helped secure congressional passage of the Lend-Lease Act and
  20. oversee the internment of Japanese Americans. As postwar U.S.
  21. Military Governor and High Commissioner for Germany, he smoothed
  22. West Germany's passage from occupied territory to sovereign
  23. state. McCloy, whose law firm represented the Pahlavi family,
  24. had a key role in sparking the Iranian hostage crisis: he
  25. successfully lobbied the Carter Administration to admit the Shah
  26. of Iran to the U.S. for cancer treatment in 1979.
